BOARD OF SELECTMEN
Minutes
September 4, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

HIGHWAY DEPARTMENT. Letter read from Dr. George Gearhart, Assistant Superintendent
of Schools, commending the Highway Department for their cooperation during
the summer months in preparing the various school lots.
VETERANS' AGENT. Parking Space. Motion made and seconded to place a
"Reserved for Veterans' Agent No Parking 8 a.m. to 5 p.m., Monday through
Friday" sign outside the Veterans' Agent office in the Old Town House.
All in favor.
LAND PURCHASE. Letter read from Barbara Taylor of Peach Highlands requesting
the Town auction a piece of land known as Land of Rindge at Peach Highlands.
This land goes through Ms. Taylor's property. Motion made and seconded to
refer this request to Town Counsel. All in favor.
LICENSE. All Alcoholic Beverage. Rosalie's Restaurant. (This portion
of the hearing is on tape.) Attorneys Lawrence Plavnick, representing Rosalie
Harrington, and John Doonan, representing George Harrington, appeared before
the Board. The motions in Bankruptcy Court to sell the assets held by Rosalie
Harrington and Rosalie's, Inc. free and clear of all liens have been allowed
enabling George Harrington to purchase the business and apply for a transfer
of the liquor license. After a lengthy discussion among the Selectmen, the
attorneys for Rosalie Harrington and George Harrington and Assistant Town
Counsel Walsh-Rogalski, motion was made and seconded to accept a check in
payment of the All Alcoholic Beverage License in the name of Rosalie Harrington,
d/b/a Rosalie's Restaurant, for the year 1996. All in favor. The Board will
be expecting a transfer application from George Harrington.
RECREATION AND PARK DEPARTMENT. Marblehead Nature Center at Camp Shore
Lea. Dennis Curtin and Holly Hannaway appeared before the Board to announce
the formation of the Marblehead Nature Center. An open meeting will be held
at Abbot Library, 7 p.m. on Wednesday, September 11, 1996, to inform the
public of the activities of this new Center. All are welcome to attend.
The First Annual Fall Festival is scheduled for October 18-20, 1996. Donations
for the Center and this event can be sent to Friends of Camp Shore Lea,
c/o the Recreation and Park Department, 10 School Street, Marblehead, MA
01945.
MINUTES. Motion made and seconded to approve the minutes of August 31,
1996. All in favor.
POLICE DEPARTMENT. Cabot Dodge was interviewed for one of the two openings
for a permanent Police Officer. Roy Ballard and Nancy Titus Person were
interviewed last week. Because Selectman Conly was not present, the consensus
of the Board was to wait until the meeting of September IIth to vote for
the two new police officers. Selectman Conly had previously interviewed
Mr. Dodge.
LICENSE. Class II Auto License. James Spina, Jr., Manager of Anderson
Street Auto Werks and Alwin Alkonis, a neighbor of Anderson Street Auto
Werks, appeared before the Board to follow up on complaints from the neighbors
about the hours of operation. excessive lighting, and noise emanating from
Anderson Street Auto Werks. Both gentlemen felt they could work out the
problems between them.
TRAFFlC & SAFETY. Thirty-day trial period is up for the "No
Parking Here to Corner, Tow Zone" sign on Cowell Street, beginning
at its intersect with Elm Street and running a distance of forty-five feet
in a westerly direction along the southerly side. Motion made and seconded
to make this parking restriction permanent with the modification of a handicapped
parking space 45' west of the corner of Cowell and Elm Streets to the garage
at 25 Elm Street. All in favor.
PERMISSION. Motion made and seconded to approve the request of William
C. Sano, Music Teacher at the Elbridge Gerry School for the use of Abbot
Hall Auditorium on Tuesday evening, December 17, 1996. for the school's
annual holiday concert. All in favor.
TRAFFIC & SAFETY. Upon the request of Police Chief Palmer, motion
made and seconded to place the following signs for a 30-day trial period
outside the Glover School on Maple Street: "No Parking. Monday Through
Friday, 7:30 a.m. to 3:00 p.m. School Days." All in favor.
Motion made and seconded to place a Stop Sign on Leicester Road at the
intersection of Humphrey Street. All in favor.
Motion made and seconded to approve the request of Jane McCloskey to
place a mirror on the telephone pole across from the exit of Pickett Street
onto Washington Street to enable a safe entrance from Pickett onto Washington
subject to availability of funds. All in favor.
SPIRlT OF '76. Motion made and seconded to support the request of Landesinstitut
fur Schule und Weiterbildung of North Rhine-Westphalia, Germany to use the
Spirit of '76 in a publication titled Bilingualer Bildungsgang Englisch:
Geschichte (Bilingual English Course: History) subject to the usual conditions
and fee.
Motion made and seconded to adjourn at 8: 45 p.m.
