BOARD OF SELECTMEN
Minutes
September 25, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

Anthony M. Sasso, Town Administrator
TOWN TREASURER. Naomi McIver, Town Treasurer, appeared before the Board
to request acceptance of a bid from BayBank/Bank of Boston for $ 1 million
from October 3, 1996 through February 25, 1997. She had received four bids
as follows: BayBank/Bank of Boston. 4.06%; Eastern Bank, 4.09%; Fleet Shawmut,
4.16; and State Street Bank. 4.17%. This money is to Fund three May 1996
Town Meeting articles - Drain Construction, $315,000; School Computers.
$490,000; and School Renovations. $195,000 - for a total of$1 million. Motion
made and seconded for approval of this request. All in favor.
PERMISSION. Motion made and seconded to approve the request of Karin
McCarthy to close of Glover Square between the hours of 5 p.m. and 8 p.m.
on Saturday. October 5, 1996 for a neighborhood block party, subject to
Police Department approval. All in favor.
CONTINENTAL CABLEVISION. Letter was read from Jane M. Lyman. Government
Relations Manager of Continental Cablevision, relative to their upgrading
of the cable plant in Marblehead. Beginning at midnight on Monday, September
23rd, the first of the eleven sections of Town will be disconnected from
the existing system and spliced into the fiber-fed node. This initial outrage
will continue until 6:00 a.m. From 6:00 a.m. until 5:00 p.m.. individual
streets will have service interrupted at various times throughout the day
as additional electronics are upgraded. Service is expected to be restored
completely by 5:00 p.m. during each ofthe 11 days.
E-911 COMMUNICATlONS CENTER. Selectman Conly asked that the Board review
a letter received from James Dempsey as it relates to the E-911 Communications
Center and communicate their thoughts to Town Administrator Sasso. The Town
Administrator and the Police Chief will report back to the Board next week.
SELECTMEN'S ADVISORY COMMITTEE ON DISABILITIES. The Board interviewed
Joanne Shutz. Keith Shutz, Linda Halbert and Sue Ball as candidates for
the Selectmen's Advisoly Committee on Disabilities. More candidates are
scheduled for interviews on October9, 1996.
MASSACHUSETTS BAYS PROGRAM. Johnes (Jay) Moore appeared before the Board
to present the Town of Marblehead a Certificate of Appreciation Award by
the Massachusetts Bays Program for its commitment to resource protection
through the Comprehensive Conservation and Management Plan.
PERMISSION. Motion made and seconded to approve the request of Sarah
Lincoln-Harrison and Kathleen Klett of the Marblehead Eco-Farm to place
four sandwich boards at the following locations: Island at 5 Corners, Tent's
Corner, Welcome to Marblehead sign at Swampscott/Marblehead line on Atlantic
Avenue, under the Welcome to Marblehead sign on Lafayette Street. These
boards will be in place from 8 p.m. Thursday, October 3rd, through 9 a.m.
Sunday, October 6th. All in favor. The signs will announce Bob Franke's
"Harvest Folk Cantata" which will be held Saturday, October 5,
from 7 to 10 p.m. at the Old North Church. It will be free and open to all.
MINUTES. Motion made and seconded to approve the minutes of September
18. 1996. All in favor.
TRAFFIC & SAFETY. Motion made and seconded to have Mr. Sasso and
Mr. McLaughlin work out the request of Michael Haley to place additional
crosswalks and warning signs at various intersections on Jersey Street.
All in favor.
TOWN SEAL. Motion made and seconded to approve the request of Rose McCarthy
to use the Town Seal on a quilt and pillow to be raffled to raise funds
for the Marblehead Dive Team, subject to review by Town Administrator Sasso
and Fire Chief Maurais. Selectman Purdin would like to review the design
to be used. All in favor.
PERMISSION. Abbot Hall Auditorium. Motion made and seconded to approve
the request of Betty Kent Lautner, Director of the New School of Music and
Performing Arts, to use the Abbot Hall auditorium on Wednesday, December
4, from 5:00 to 8:00 p.m and Thursday, December 5, from 5:00 to 8:00 p.m.
for rehearsals and Saturday, December 7, from 6:00 to 10 p.m. for a Holiday
Performance featuring the Class Act Children's Repertory Theater Company
subject to the usual conditions. All in favor.
Dumpster - Cliff Street. Motion made and seconded to approve the request
of Bruce Paradise to place a 40-yard dumpster at 10 Cliff Street from September
30th to November 22 subject to his using reflective tape on the dumpster,
placement of blinking yellow lights around the dumpster and placement of
a horse on the left side of the road to keep public safety access wide open
and a celtificate of insurance. All in favor.
TRAFFIC & SAFETY. Motion made and seconded to rescind any parking
regulations that are presently in force on Nahant Street. All in favor.
Motion made and seconded to authorize angle parking southwest side of Nahant
Street at a point 73' southeast of the northwest side line of Kimball Street
and to continue in a southeasterly direction for 105' All in favor.
Motion made and seconded to adjourn at 8:30 p.m. All in favor.
