BOARD OF SELECTMEN
Minutes
September 18, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the minutes of September 11,
1996.
All in favor.
MARBLEHEAD RETIREMENT FUND. Chairman McNulty acknowledged receipt of
the audit report from the State as it relates to this fund.
MAPC. Notice from Metropolitan Area Planning Council announcing an information
session on Executive Order 384" Sunsetting of State Regulations"
to be held on September 19, 1996 from 9 a.m. to 12 noon in Newton City Hall
was read.
SCHOOL DEPARTMENT. Chairman McNulty commented on the Contours Magazine
published by the students at Marblehead High School which had been received
by members of the Board.
SCHOOL FACILITIES SUBCOMMITTEE. A letter has been received from the
Marblehead School Committee requesting appointment of Town Administrator
Sasso to the School Facilities Subcommittee. It was the consensus of the
Board that Mr. Sasso not be made an official member of this Committee due
to time constraints; however, he will attend the meetings as needed.
SELECTMEN'S ADVISORY COMMITTEE ON DISABILITIES. Susan Roper was interviewed
for an appointment on this Committee. Further interviews will be conducted
on September 25th and October 9th.
POLICE DEPARTMENT. Motion made and seconded to approve the request of
Chief Palmer to return Officer Donald Decker to work of as of September
17, 1996. All in favor.
CONTRACT. Motion made and seconded to ratify the agreement with Guertin
& Associates for redesign of intersection at Pleasant, Village, Vine
& Cross Streets subject to confirmation from the Town Engineer that
Chapter 90 Funds are available. All in favor.
APPOINTMENTS. Motion made and seconded to make the following appointments
with a term to expire in May 1997:
Procurement Officer -- Rebecca Curran
Harbormaster -- Warner Hazell
All in favor.
The Board extended thanks to Paul Lausier who has been the Procurement Officer
for
several years.
Marblehead Historic Commission. Joyce Booth announced that papers have
been filed to put the Old Fire House at 10 School Street on the National
Register. Mrs. Booth acknowledged the help of Virginia Gamage and Bette
Hunt.
CONTRACTS. Storm Drain. Motion made and seconded to authorize Chairman
McNulty to sign the Notice to Proceed to A. V. Construction Company of Stoneham.
MA for the construction of the 24" storm drain on Pleasant Street between
Devereux Terrace and Tent's Corner. All in favor.
TRAFFIC & SAFETY. Motion made and seconded to approve the request
of Fire Chief Maurais to post the roadway at the rear entrance of the Mary
Alley Municipal Building from the Walk-ln Center to the main entrance as
a no parking area. All in favor.
NYNEX. David G. Walsh, Manager, Right of Way, of NYNEX appeared before
the Board for a Public Hearing. Motion made and seconded to approve the
request of NYNEX that Pole No. 317/4 be relocated approximately ten feet
in a northwesterly direction along northerly side of road. All in favor.
Motion made and seconded that no action be taken on the additional petition
from NYNEX for placement of a new pole on Pequot Road. All in favor.
PERMISSION. Motion made and seconded to approve the request of Sally
Clayman and Alisa Moscone to conduct a block party on Saturday, September
21, 1996 from 3:30 p.m. to 7:00 p.m., with a rain date of September 28,
1996, subject to police department approval. They requested permission to
put a construction horse at the intersection of Sevinor Road and Saturn
Road and Sevinor Road and Elizabeth Road. All in favor.
Dumpster. It was the consensus of the Board to have Mr. Sasso check
with Building Commissioner Alan Hezekiah as it relates to the request of
Bruce E. Paradise to place a forty yard dumpster on the street in front
of Ten Clifton Avenue from September 30th to November 22nd.
Road Race. Motion made and seconded to approve the request ofthe Jewish
Community Center ofthe North Shore to hold a 5K Road Race/l mile Fitness
Walk/Run on Sunday, October 27th from 1:00 p.m. to 3:00 p.m. All in favor.
Abbot Hall. Consensus ofthe Board was to have Town Administrator Sasso
investigate the request of the New School of Music and Performing Arts to
use the Abbot Hall auditorium for a Holiday Performance. Mr. Sasso is to
report back to the Board next week.
Police Department. Motion made and seconded to replace the time capsule
at the Police Station, not to be opened until 2061. All in favor. The time
capsule has to be moved because of the current construction.
PERMISSION. Elaine Mavros appeared before the Board requesting permission
to hang a sign over the public way at her new shop, Jambu, at 38 Atlantic
Avenue. Motion made and seconded for approval. All in favor.
RECREATION AND PARK DEPARTMENT. Selectman Purdin called attention to
the annual clean up at Devereux Beach this coming Saturday, September 21st.
STORM. Chairman McNulty thanked all the Town employees for the hard
work and cooperation during today's Northeast storm.
Mr. McNulty extended best wishes on behalf of the Board to Town Planner
Rebecca Curran and William Luster on their forthcoming marriage.
Mr. Conly called attention to the fact that today is the one hundred
and fiftieth anniversary of the Gale of 1846 which claimed the lives of
65 men and boys from Marblehead and was the end of the Town's fishing industrv
as known at that time.
Motion made and seconded to adjourn at 8:10 p.m. All in favor.
