BOARD OF SELECTMEN
Minutes
August 21, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

MINUTES. Motion made and seconded to reaffirm the vote approving the request
of the Marblehead Power Squadron to place signs at Lafayette Street near
Maple Street, on the traffic island at the intersection of Tedesco Street
and Humphrey Street and at the Town line on Atlantic Avenue. This vote was
omitted from last weeks' minutes. All in favor. Motion made and seconded
to approve the minutes of August 21, 1996. All in favor.
LICENSE. All Alcoholic. Rip Tide Lounge. Motion made and seconded to
change the show cause hearing date for the All Alcoholic Beverage License
of the Rip Tide Lounge from September 18, 1996 to October 2, 1996 at 7:35
p.m. All in favor.
TOWN ENGINEER. Doug Saal appeared before the Board to discuss house
numbering. The Town will be notified officially when tax bills are sent
out in December. Any questions will be referred to the Town Engineer's office.
LICENSE. Common Victualler. Eat Your Heart Out Bakery. Elizabeth D.
Camelo appeared before the Board to request a Common Victualler License
to operate this Bakery. The business will be operated the same as the previous
owner, Brenda Marean, with the same hours -- 4 a.m. to 5:30 p.m. Monday
through Friday and 4 a.m. to 5 p.m. on Saturdays, closed on Sunday. There
were no objections to this application. Motion made and seconded for approval
of the application. On a polled vote, the Board voted as follows: Mr. Cutting,
in favor; Mr. Purdin, in favor; Mrs. St. Laurent, in favor; Mr. Conly, in
favor; and Mr. McNulty, in favor.
PERMISSION. Motion made and seconded to approve the request of June
Cook-Madruga. President of Sunrise Transportation, Inc. of Gloucester, MA,
to pick up a group of students daily, Monday through Friday, at 7:15 a.m.
during the school year at the Mary Alley Municipal Building parking lot
with the provision no cars be left in the parking lot. All in favor.
ABBOT HALL. Motion made and seconded to approve the request of Jonathan
Austin and Lisa Harrison to use Abbot Hall Auditorium for their wedding
ceremony on August 31, 1997 subject to the usual conditions. All in favor.
ABBOT HALL. Motion made and seconded to approve the request of Frederick
I. Robinson, U. S. S. Gustafson Reunion Coordinator, for a visit to Abbot
Hall on Friday, September 13th at 5:30 p.m. under the auspices of Mr. Sasso.
All in favor.
TRAFFIC & SAFETY. Motion made and seconded to approve the request
of Michelle Hennigar to place a "Slow Children" sign at both ends
of Cypress Street under the direction of Mr. Sasso and Mr. McLaughlin. All
in favor.
Letter was read from Chief John Palmer of the Marblehead Police Department
as it relates to traffic on Commercial Street - early evening and weekends.
As requested by the Board of Selectmen, the Police Department monitored
trafflc on Commercial Street on August 2, 3, and 9, 1996 between the hours
of 15:45 and 18:00. During that time period, speeds were generally checked
by radar between 15 MPH and 28 MPH. On four occasions, speeds were clocked
at 32 MPH and on one at 38 MPH. Those operators who were observed exceeding
the speed limit, were found to be registered to owners who had addresses
in and around the area. The chief would not recommend any change in the
existing speed limit of 30 MPH as there does not seem to be a severe speeding
problem in this area.
RECREATION AND PARK DEPARTMENT. Letter read from June Lincoln as it
relates to rubbish left around the West Pavilion at Chandler Hovey Park.
Mr. Sasso reported that Tom Hamond, Recreation and Park Department Superintendent,
indicated a barrel had been removed by vandals and it will be replaced with
a barrel chained to the Pavilion.
POLICE DEPARTMENT. Roy R. Ballard and Nancy Titus Person were interviewed
for two openings as a full-time Police Officer. Cabot Dodge will be interviewed
next week.
LICENSE. Class II Auto License. Pam Finan and Alwin Alkonis appeared
before the Board with a complaint about the hours of operation of Anderson
Street Auto Werks. The Board requested that James Spina, Jr. of Anderson
Street Auto Werks appear before them on Wednesday, September 4, 1996 at
8:10 p.m.
TRAFFIC & SAFETY. Paul Johnson appeared before the Board requesting
lines be painted on the road to keep traffic in the right lane when making
turns at the following intersections: Pitman Road, West Shore Drive and
Green Street; School and Sewall; Elm, Spring and Sewall. Motion made and
seconded to have Mr. Sasso and Mr. McLaughlin check these intersections
out and take whatever action they deem necessary at all three intersections.
All in favor
Motion made and seconded that the Board go into Executive Session to
discuss strategy with respect to collective bargaining, votes may be taken,
and if they are, votes will be released at a time deemed appropriate by
counsel, not to resume in open session. On a polled vote, the Board voted
as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent,
in favor; Mr. Conly, in favor; and Mr. McNulty in favor.
