BOARD OF SELECTMEN
Minutes
May 8, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the Minutes of May 1, 1996
and May 6, 1996. All in favor.
TOWN SEAL. Motion made and seconded to approve the request of Ruth M.
Taylor, Community Relations Specialist ofthe South Essex Sewerage District,
to use the Town seal m their Annual Report for FY96. All in favor.
PERMISSION. Parade. Motion made and seconded to approve the request
of George E. Carruth, Parade Coordinator for the V. F. W., for a parade
permit for Monday, May 27, 1996. All in favor.
Road Race. Motion made and seconded to approve the request of Mary T.
Magner, Development Director of My Brother's Table, to have their 13th annual
North Shore Half Marathon pass through Marblehead on June 22, 1996 as outlined
on the map presented and subject to Police Department approval. All in favor.
Parade. Motion made and seconded to approve the request of Paul E. Jalbert,
Secretary of the Gerry #5 Veteran Fireman Association, Inc. to hold the
annual Horribles Par~de at 10:00 a.m. on Thursday, July 4, with a rain date
of Saturday, July 6 subject to Police Department approvaL The route will
be the same as in previous years. All in favor.
Block Street. Motion made and seconded to approve the request of Pam
Burch to block offHomestead Road on Sunday, May 26 from 3:00 - 7:00 p.m.
for the purpose oftheir annual block party subject to Police Department
approval. Rain date would be Monday, May 27. All in favor.
TRAFFIC & SAFElY. Motion made and seconded to refer to Traffic &
Safety for a quick response the letter from Laura Leeson asking for two
signs down by Grace Oliver's Beach to deter speeding. All in favor.
POLICE DEPARTMENT. Towing. Motion made and seconded to authorize the
Police Chief on an emergency interim basis to hire a tow company to do towing
for the Town of Marblehead subject to approval by Town Counsel. All in favor.
Indemnification. Motion made and seconded to approve Police ChiefPalmer's
request in indemnif~ing Officer Charles Hall regarding Case No. 129246 and
No. 142495 effective January 21, 1995 through May 5, 1995 (129246) August
16, 1995 through September 4, 1995 (No case number, not working at time
of incident) and January 8, 1996 through January 9, 1996 (142495). All in
favor.
FINANCE COMMITTEE. Motion made and seconded to approve the request ofthe
Selectmen's Department to appear before the Finance Committee to request
a Transfer from the Reserve Fund in the amount of $489.00 to cover the cost
of an overrun in the Town Report. All m favor.
Motion made and seconded to approve the request ofthe Council on Aging
to appear before the Finance Committee to request a transfer in the amount
of $ 1,455.44 for unforeseen maintenance expenses due to equipment f~ilure
and unexpected wear and tear on vehicles. All in favor.
SPIRlT OF '76. Motion made and seconded to approve the request of John
Wright of Salem, MA to use the Spirit of '76 in a forthcoming pictorial
publication on Marblehead subject to further investigation by the Town Administrator.
All m favor.
SPECIAL ELECTION. Motion made and seconded to approve the date of Monday,
June 10, 1996 for Special Election for override votes. All in favor.
Motion made and seconded to adjourn at 8:00 p.m.
