BOARD OF SELECTMEN
Minutes
May 22, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

SURVEYOR OF HIGHWAYS. Motion made and seconded to approve the request of
Surveyor of Highways William McLaughlin to appear before the Finance Committee
to request a transfer of $7,570 for purchase Paint Striper machine for painting
crosswalks, centerlines and the like. All in favor.
WALK-IN CENTER. Motion made and seconded that the Town of Marblehead
accept the offer of Salem Hospital to lease the existing walk-in center
at the former Mary A. Alley Hospital Building subject to the execution of
a lease satisfactory in form to the Town of Marblehead, said term to commence
on or about July 1, 1996. All in favor.
PERMISSION. Glover's Marblehead Regiment. Motion made and seconded to
approve the request of Glover's Marblehead Regiment to use Fort Sewall from
9:00 a.m. July 12 to 3:00 p.m. on July 14, 1996. All in favor.
Shipyard Association. Motion made and seconded to approve the request
of the Shipyard Association for permission to paint the "Red Steps"
located at the end of Chestnut Street, such work to be done under the supervision
of the Town Engineer and the Surveyor of Highways. All in favor.
LICENSE. Common Victualler. Motion made and seconded to continue the
hearing on the application of Constantino J. Hatzelamprou to have a Common
Victualler License to operate a fast food restaurant known as "Village
Roast Beef & Seafood" at 10 Bessom Street until June 26, 1996 at
7:35 p.m. All in favor.
PERMISSION. One-day Alcoholic Beverage License. Motion made and seconded
to approve the request of the Marblehead Historical Society to have a one-day
Alcoholic Beverage License for Saturday, June 15, 1995 from 5:30 until 9:30
p.m. subject to the payment of the usual fee. All in favor.
TAG Pictures. Motion made and seconded to approve the request of TAG
Pictures to film various shots in Marblehead to be used in a television
commercial for their clients, NE Ford Dealers, subject to negotiating a
price ($ 1,000 per day), their providing a certificate of insurance in the
amount of $1,000,000/$3,000,000, and Mr. Sasso working with Lieutenant Millet
to see that traffic is handled properly. All in favor
Boston Gas. Motion made and seconded to approve the request of Boston
Gas to install 365' of 4" plastic main in Pequot Road as shown in the
plan as submitted. All in favor.
Spirit of '76. Motion made and seconded to approve the request of John
Wright to use the Spirit of'76 in a pictorial book on Marblehead subject
to the usual credit and waiving the usual fee. All in favor.
Spirit of '76. Motion made and seconded to approve the request of World
Book Publishing to use the Spirit of '76 in their World Book Multimedia
Encyclopedia (CD-ROM and online) subject to the usual fee. All in favor.
TRAFFIC AND SAFETY ADVISORY COMMITTEE. Motion made and seconded to approve
the request of the Traffic and Safety Advisory Committee to remove two signs
- "Slow" and an arrow - at Beacon and Norman Streets and replace
them with one sign, "Slow - Dangerous Curve Ahead", and place
a "Slow - Dangerous Curve Ahead" sign on Beacon Street heading
southeast before Crowninshield Road. All in favor. Motion made and seconded
to have the Highway Department cut back the bushes near Grace Oliver's Beach
to improve parking along Beacon Street. All in favor. Motion made and seconded
to approve a "Stop" sign at the corner of Cherry Street and Cedar
Street. All in favor. Mr. James Shay of the Traffic and Safety Advisory
Committee gave the Board an update on parking at Round House Road. The area
has been cleaned, abandoned cars removed, and parking spaces clearly marked.
Mr. Shay further suggested the posting of a sign at school street that says
"Public Parking" indicating the Round House Road area. This sign
would be removed during the winter. Further discussion was held relative
to the suggestion that one sign be posted at the entrances to the Town on
which could be posted the various signs of the different clubs and churches
in Town, thus eliminating all such signs posted in various places throughout
Town.
PERMISSION. David Walsh of NYNEX appeared before the Board to request
permission for NYNEX to place one manhole in the sidewalk area of Cornell
Road. There was no opposition. Motion made and seconded to approve this
request subject to the usual conditions. On a polled vote, the Board voted
as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent,
in favor; and Mr. McNulty, in favor.
LICENSE. All Alcoholic Beverage. Rinaldo's. Glen Doty, Manager and Owner
of Rinaldo's appeared before the Board. Mr. Doty said Rinaldo's Restaurant
has been closed since April 30, 1996. Motion made and seconded to have Mr.
Doty return on July 10, 1996 at 7:35 p.m. All in favor
CONTINENTAL CABLE/U. S. WEST MERGER. Motion made and seconded to approve
the recommendation of Alan Raymond, Chairman of the Cable TV Advisory Committee,
to approve Continental Cable's request to hold regional hearings on the
merger of Continental Cablevision with U. S. West. All in favor.
CONFLICT OF INTEREST. Motion made and seconded to accept the following
classifications:

LICENSE. Common Victualler. Paul Duserick of Wenham, Massachusetts appeared
before the Board to request a Common Victualler License to operate a restaurant
at 142 Pleasant Street (formerly Peter's Place). The new name will be Volitha,
Inc. d/b/a "The Place." No change in operation of premises, and
the same hours. There was no opposition. Motion made and seconded to approve
this request. On a polled vote, the Board voted as follows: Mr. Cutting,
in favor; Mr. Purdin, in favor; Mrs. St. Laurent, in favor; and Mr. McNulty,
in favor.
Motion made and seconded to adjourn at 8:40 p.m. All in favor.
