Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

Town Clerk Betty J. Brown appeared to swear in the newly elected Board.
Board members reappointed Thomas A. McNulty Chairman for the ensuing
year.
The Selectmen welcomed F. Reed Cutting, Jr. to the Board. Chairman McNulty
as well as all members ofthe Board thanked Robert F. Peck, Jr. for the great
knowledge he had brought to the Board over the last year.

Selectman Cutting pointed out that the nomination of F. Reed Cutting, Sr.
for the Town Scholarship Committee would be a conflict for him as F. Reed
Cutting, Sr. is his father. Motion made and seconded that F. Reed Cutting,
Sr. be appointed to the Scholarship Committee. Four -Selectmen voted in
favor with Mr. Cutting abstaining.
VACANCIES. Chairman McNulty announced the following vacancies on various
committees:
Conservation Commission - One vacancy with a term to expire in 1999
Finance Committee - Three vacancies - one term to expire in 1977 and two
terms to expire in 1999
Town Representative to the MBTA Advisorv Board - One term to expire in 1997
SPECIAL ELECTION. Moved and seconded: that prior public notice of the
Board of Selectmen's intention to call a special town meeting for the purpose
of a special election for approval of an override and bond exclusion under
Proposition 2 1/2 be waived because in the opinion of the Board of Selectmen
the public interest would suffer from such a delay. All in favor.
Moved and seconded: that a special town meeting be called for June 10, 1996
for the purpose of a special election to vote on questions relative to overrides
and exclusions under Proposition 2 1/2. All in favor.
Moved and seconded: that the warrant be opened for insertion of questions.
All in favor.
Because his wife is a teacher in the Marblehead Public School System and
citing a possible confict of interest, Selectmen Purdin left the room at
this time before the following vote.
MOTION OF THE BOARD OF SELECTMEN, BY MAJOR~lY VOTE TO SEEK VOTER APPROVAL
AT A SPECIAL ELECTION TO ASSESS TAXES IN EXCESS OF AMOUNT ALLOWED PURSUANT
TO PARAGRAPH (F) GENERAL LAWS. CHAPTER 50, SECTION 2 IC BY A SPECIFIC AMOUNT.
Moved and seconded that the Board of Selectmen seek voter approval at a
special election to be held on June 10, l996 to assess taxes in excess ofthe
amount allowed pursuant to General
Laws, Chapter 59, Section 21C, paragraph (f) by $870,084.00 for the purposes
offunding the Expenses ofthe School Department under Article 75 ofthe 1996
Annual Town Meeting; and placing the following Question 1. on the ballot:
Question 1: Shall the town of Marblehead be allowed to assess an additional
$870,084.00 in real estate and personal property taxes for the purposes
offunding Article 75 ofthe 1996 Annual Town Meeting, Expenses ofthe
School Department, for the fiscal year beginning July first, nineteen
hundred and ninety-six?
All in favor.
Selectman Purdin returned to the room.

AT A SPECIAL ELECTION TO ASSESS TAXES IN EXCESS OF THE AMOUNT ALLOWED PURSUANT
TO GENERAL LAWS CHAPTER 59, SECTION 21C FOR THE PAYMENT OF PRINCIPAL AND
INTEREST ON BONDS, NOTES OR CERTIFICATES OF INDEBTEDNESS.
Moved and seconded that the Board of Selectmen seek voter approval at a
special election to be held on June 10, 1996, to assess taxes in excess
ofthe amount allowed pursuant to General Laws Chapter 59, Section 21C for
the payment of principal and interest on bonds. notes or certificates of
indebtedness, all as set forth in the following Ouestion 2:
Question 2: Shall the town of Marblehead be allowed to exempt from the provisions
of proposition two and one-half; so-called, the amounts required to pay
for the bond issued in order to fund Article 7 of the 1996 Annual Town Meetmg
for the construction and reconstruction of sewers for surface drain construction?

INTEREST ON BONDS, NOTES OR CERTIFICATES OF INDEBTEDNESS.

special election to be held on June l0, 1996. to assess taxes in excess
ofthe amount allowed pursuant to General
Laws Chapter 59, Section 21C for the payment of principal and interest on
bonds, notes or certificates of indebtedness, all as set forth in the following
Question 3:
Question 3: Shall the town of Marblehead be allowed to exempt from the provisions
of proposition two and one-half, so-called, the amounts required to pay
for the bond issued in order to fund Article 40 of the 1996 Annual Town
Meeting for the purpose of purchasing computers and support software and
equipment and necessary accessory furnishings for the use ofthe School Department?

AT A SPECIAL ELECTION TO ASSESS TAXES IN EXCESS OF THE AMOUNT ALLOWED PURSUANT
TO GENERAL LAWS CHAPTER 59, SECTION 21C FOR THE PAYMENT OF PRlNCIPAL AND
INTEREST ON BONDS, NOTES OR CERTIFICATES OF lNDEBTEDNESS.
Moved and seconded that the Board of Selectmen seek voter approval at a
special election to be held on June 10, 1996. to assess taxes in excess
ofthe amount allowed pursuant to General Laws Chapter 59, Section 21C for
the payment of principal and interest on bonds notes or certificates of
indebtedness. all as set forth in ~e following Question 4:
Question 4: Shall the town of Marblehead be allowed to exempt from the provisions
of proposition two and one-half, so-called, the amounts required to pay
for the bond issued in order to fund Article 41 ofthe 1996 Annual Town Meeting
for the purpose of remodeling, reconstructing and making extraordinaIy repairs,
including all professional architectural and engineering fees, to the Admmistration
Building, Bell, Glover, Middle and High SchooL including playground areas?

of the amount allowed pursuant to General
Laws Chapter 59, Section 21C for the payment of principal and interest on
bonds, notes or certificates of indebtedness, all as set forth in the following
Question 5:
Question 5: Shall the town of Marblehead be allowed to exempt from the provisions
of proposition two and one-half, so called, the amounts required to pay
for the bond issued in order to fund Article 22 of the 1996 Annual Town
Meeting for the purpose of purchasing of equipment for the use of the Fire
Department?

Moved and seconded that the warrant for the special election be closed.
All in favor.
OFFICE OF CAMPAIGN & POLlTICAL FINANCE. Selectman St. Laurent reminded
everyone that the campaign finance law prohibits the use of any public resources,
including personneL during work hours, for any political purpose.
PERMISSION. Motion made and seconded to approve the request ofthe Marblehead
High School Class of 1936 to use Abbot Hall for their 60th Class Reunion
on Friday, September 6th from 2:30 p.m. to S:00 p.m. subject to the usual
conditions. All in favor.
Spirit of '76. Motion made and seconded to ask Mr. Sasso to investigate
the request from World Book Publishing for permission to use the Spirit
Qf '76 and report back to the Board. All in favor.
Marblehead Middle School. Motion made and seconded to approve the request
of the Marblehead Middle School to close a section of Village Street on
Tuesday, June 4 from 7:30 a.m. to 8:45 a.m. subject to Police Department
approval. All in favor. Motion made and seconded to approve the request
of the Marblehead Middle School to have the bells of Abbot Hall ring on
Tuesday morning, June 4th at 7:45 a.m. for a total of 15 times to celebrate
the 15 years of history of the School. All in favor.
PWED. Motion made and seconded to table the request of Town Planner
Rebecca Curran to establish a PWED Project Oversight Committee for one week.
All in favor.
FINANCE COMMlTI EE. Motion made and seconded to accept with regret the
resignations from the Finance Committee of Milton Bloom and Richard Maffei.
Both gentlemen were thanked for their many years of hard work on this Committee.
Motion made and seconded to adjourn at 8:25 p.m. All in favor.
