BOARD OF SELECTMEN
Minutes
March 6, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):
Thomas A. McNulty, Chairman
William E. Conly

Anthony M. Sasso, Town Adminstrator
INDEMNIFICATION. Motion made and second to indemnify Po]ice Officer Michael
Newberg regarding Case No. 144051. All in favor.
MEMORANDUM OF UNDERSTANDING/INDEMNIFICATION AGREEMENT. Motion made and
seconded to grant approval for the Town Administrator to sign an indemnification
agreement with R E. Moulton Insurance Company. All in favor.
The Finance Committee: (clockwise) Charles Gessner, Tom Dengenis, Steve
Weinstein,
Jeff Coolidge, John Booth, Dick Maffei, Robin Hodgkins-Bell, Milton Bloom,
and
Chairwoman Nann Wiessenberger.
FINANCE COMMITTEE. Chairman McNulty notified the Public that the
Finance Committee will hold a Public Hearing Monday, April 1, 1996 and continued
on Tuesday, April 2, 1996, if needed, in the Selectmen's Meeting Room in
Abbot Hall at 7:45 p.m. to discuss articles in the warrant of the May 6,
1996 Annual Town Meeting.
CHILDREN'S ISLAND. Mr. Conly was appointed as a committee of one
to investigate the information provided in a letter from Roger L. Payne,
Executive Secretary, U. S. Board on Geographic Names indicating the approval
of the names Children's Island and Children's Island Channel. Mr. Conly
will report back to the Board.
LICENSE. Wine and Malt. Hawkes Street Cafe. Cancellation Hearing.
Diana Capalbo of the Hawkes Street Cafe appeared before the Board relative
to the status of the Hawkes Street Cafe. At the current time, the restaurant
is closed, but there are two potential buyers. Motion made and seconded
to continue this hearing to Wednesday, March 13, 1996 at 7:30 p.m. All in
favor. At that time, the owner ofthe restaurant is to report on the status
of the current liquor license.
LICENSE. Common Victualler. Bagel, Etc.
Motion made and seconded to approve the application of Dawn M. Byors to
have the name on the Common Victualler License for Bagel, Etc., 191 Pleasant
Street changed from David B. Byors to Dawn M. Byors. Motion made and seconded
for approval. On a polled vote, the members of the Board voted as follows:
Mr. Purdin, in favor; Mr. Conly, in favor; Mrs. St. Laurent, in favor; Mr.
Peck, in favor; Mr. McNulty, in favor.
Ronnie's Restaurant and the vent out back....
COMPLAINTS. Letter read from Jan Smith citing concerns over odors
and noise from the exhaust system at 191 Pleasant Street. It was moved and
seconded to have Town Administrator Sasso look into the situation to determine
if this is something that should come before the Board. All in favor.
PERMISSION. It was moved and seconded to take no action on a request
of Doyle Sailmakers to have permission to place two signs at specific locations
in Town giving directions to their sail loft.
MINUTES. Motion made and seconded to approve the minutes of the
meeting of Wednesday, February 28, 1996. All in favor.
WARRANT. Articles 65 and 66. There will be hearings on April 9th
at 7:30 p.m. in Abbot Hall relative to these two articles -- Adopt a By-Law
Requiring Removal of Existing Poles and Overhead Wires and Adopt By-law
Prohibiting Installation of New Poles and Overhead Wires.
Motion made and seconded that the Board go into Executive Session to
discuss strategy with respect to collective bargaining and litigation, votes
may be taken, and if they are, votes will be released at a time deemed appropriate
by Counsel, not to resume in open session. On a polled vote, the Board voted
as follows: Mr. Purdin, in favor; Mr. Conly, in favor; Mrs. St. Laurent,
in favor; Mr. Peck, in favor; and Mr. McNulty, in favor. Meeting adjourned
at 8:38 p.m.
