BOARD OF SELECTMEN
Minutes
March 21, 1996

Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

WORKERS' COMPENSATION BUDGET. Attorney Joseph Bachorowski appeared to discuss the Workers Compensation Budget. Motion made and seconded to level fund this budget in the amount of $210,000. The vote was three in favor, with Selectmen Purdin and Peck opposing.

MEMORIAL DAY PARADE BUDGET. George Carruth appeared to discuss this budget. Motion made and seconded to approve the request of $6,425. All in favor.

VETERANS' AGENT. Capital Outlay Request. Motion made and seconded to approve the request of $2,500 for a computer. All in favor.

FINANCE DEPARTMIENT. Capital Outlays Motion made and seconded to approve $137,340. After filrther discuss~on motion made and seconded to approve $40,940, eliminating the request for Tax Collection Software.

POLICE DEPARTMENT. Capital Outlays. Chief John Palmer and Officer Paul Belyea appeared to discuss the Capital Outlay Requests for the Police Department. Motion made to cut in half the request of $20,205 for firearms. Motion failed. Motion made and seconded to approve $35,658 for Firearms, 10 Patrol Radios and 5 Cell Block Cameras. Vote was 4 in favor with Selectmen Conly opposed.

CONSERVATION COMMISSION BUDGET. William Walsh-Rogalski appeared to request $6,000 for technical assistance be added to the Conservation budget. Will come out of receipts from permit fees, not taxation money. Motion made and seconded for approval. All in favor.

FIRE DEPARTMENT. Capital Outlays. Motion made and seconded to approve $35,600 which is $8,000 to insulate overhead garage doors, $25,000 insulate windows at headquarters, $2,600 to install utility sink and gear washer. Vote was four in favor with Selectmen Purdin opposed.

BUILDING COMMISSIONER. Capital Outlays. Motion made and seconded to approve $20,530 as follows $8,000 for Traffic Controller, $5,000 High Density Mobile Storage and $7,530 for two Laptop Computers. Vote was 4 in favor, with Selectman Peck opposed.

PUBLIC BUILDINGS - Improvement Article. Motion made and seconded to reduce this request to $139,500 which would include Abbot Hall Air Conditioners, $2,500; Abbot Hall Heating System, $25,000, Abbot Hall Clock Repair, $15,000; Old Town house Electric Service, $2,000; Tower Way Fire Alarm, $5,000; Mary Alley Carpet, $25,000; Mary Alley Heating Controls $20,000; Mary Alley Window Replacement, $50,000 and Tower Way heaters, $5,000. All in favor.

POLICE. Motion made and seconded to approve 2 marked cruisers for $46,452. All in favor.

HARBOR. Budget. Motion made and seconded to approve $25,000. All in favor.

HIGHWAY DEPARTMENT. Budget. Move reconsideration of Highway budget. Seconded. All in favor. Motion made and seconded to reduce salaries to $461,605, increase expenses to $42,897, Hot Top Streets, $10,741. Reduce Drains salaries to $39,223. All in favor.

Equipment Article. Motion made and seconded to approve the Highway Department's appearance before the Finance Committee to request a transfer of $30,000 to replace a burned-out truck. All in favor. Motion made and seconded to approve $54,762 for the Highway's equipment article. All in favor.

(Selectman William Conly left the meeting at 6:35 p.m.)

ENGINEER. Motion made and seconded to approve $2800 for a computer with software.

Planning Board Budget. Remove $7500 from the Planning Board budget and put it in the Engineer's Budget.
Budget. Motion made and seconded for reconsideration of the Engineer's Budget, (Outlays) increasing it by $7500 for zoning mapping plus $2800 computer.
Drain Article. The draining article will be discussed on April 1st. Request the Town Engineer to prepare a memorandum ofthe oveIview on the draining article before that time.

FIRE DEPARTMENT. Chief Maurais appeared to discuss the equipment article under which he has requested a pumper fire truck and a ladder truck or quint. Motion made and seconded to recommend the Ouint for this year and that it goes in the bonding article subject to proper bonding. All in favor.

SELECTMEN. Motion made and seconded to approve $2800 for a computer and authorize $5,000 for chairs for the Selectmen's Meeting Room. All in favor.

Motion made and seconded to adjourn at 7:08 p.m. All in favor
