BOARD OF SELECTMEN
Minutes
March 20, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

PERMISSION. Old Town House. Festival of Arts. Motion made and seconded to
grant permission to the Marblehead Festival of Arts to use the Old Town
House on April 27, 28, 30, May 2, 3 and 4 subject to the usual guidelines.
All in favor.
SURVEYOR OF HIGHWAYS. Street Cleaning. The Highway Department will be
cleaning streets daily from midnight until 3 p.m. commencing March 25 through
April 12. The ban on overnight street parking is in effect until April 15,
1996. If residents have requests for repairs, comments or complaints with
respect to streets or sidewalks in town, please call 631-1750 between 7
a.m. and 3:30 p.m.
LIQUOR LICENSE. All Alcoholic Club. Chaplain Lyman Rollins Post 2005
d/b/a Veterans of Foreign Wars, Inc. There will be a hearing held by the
Alcoholic Beverages Control Commission on Tuesday, April 9, 1996 at 11:30
a.m. pertaining to alleged violations.
LICENSE. Fish Trap. Motion made and seconded to grant a one-year renewal
of a Fish Trap License to Douglas Heath of Manchester, Massachusetts. The
fish trap is located off Cormoran Rock and will be used in the months of
May and June to catch mackeral.
TRAFFIC & SAFETY. Letter has been received from Frederick W. Carone
relative to parking on Bessom Street. Motion made and seconded to send a
copy of this letter to Traffic and Safety for review.
Motion made and seconded to approve the request of Frederick W. Carone
of 30 Bessom Street to place a Stop sign at the intersection of Heritage
Way and Bessom Street and a painted line under the supervision of the Surveyor
of Highways. All in favor.
PERMISSION. Motion made and seconded to grant the request of the Marblehead
Historical Society to use the first floor of the Old Town house for a children's
event on Tuesday, April 16, 1996 from 9 a.m. until noon. This is a public
presentation for elementary and middle school children about a young girl's
daily life in the early l9th century. Katherine Pinkham, historical interpreter
and professional re-enactor, will present a "first-person" performance
depicting the life of Lucy Larcom as a young girl. All in favor.

ICE RINK. Elinor Ferguson appeared before the Board to report on the beginning
stages of a campaign to build a new ice rink in Marblehead. Motion made
and seconded to nominate Robert F. Peck, Jr. to be a Committee of One as
the Selectmen's representive to this committee. All in favor.
FlNANCE COMMlTTEE. Transfer Request. Motion made and seconded for the
Selectmen to request a transfer from the Reserve Fund in the amount of $9,620
to the Indemnification of Officers account. All in favor.
LIQUOR LICENSE. All Alcoholic Beverage. Cancellation Hearing - Fortune
Thai, Inc., d/b/a Erawan Restaurant. Transfer of Alcoholic Beverage License
as Common Victualler from Fortune Thai, Inc., d/b/a Erawan Restaurant to
Fortune Palace Corporation, d/b/a Fortune Palace III. Motion made and seconded
to continue these hearings to Wednesday, March 27, 1996 at 8:15 p.m. All
in favor.
COMMON VICTUALLER LICENSE. Fortune Palace Corporation d/b/a Fortune
Palace, III Motion made and seconded to continue this hearing to Wednesday,
March 27, 1996 at 8:15 p.m. All in favor.
POLICE DEPARTMENT. Letter read from Chief Palmer thanking all persons
and agencies who assisted in the search for Mr. Philip Page this past week-end.
The Board of Selectmen extended their sympathy to the Page family on the
loss of Mr. Page.
PERMISSION. Road Race. Motion made and seconded to grant approval to
the Jewish Community Center of the North Shore to hold a 10K Road Race/l
Mile Family Fun Run on Sunday, June 2 from 1 p.m. to 3 p.m. subject to Police
Department approval. All in favor.
HIGHWAY DEPARTMENT. Letter from John & Cindy Mace and The Flannery
Family was read thanking the Highway personnel for a superb job in snow
plowing Hammond Place. The letter will be sent to the Highway Department.
E-911 DISPATCH CENTER. Motion made and seconded to authorize Chairman
McNulty to sign an agreement with the Office of Allen M. Lieb Architects.
All in favor.
MINUTES. Motion made and seconded to approve the minutes of the meeting
of March 13, 1996. All n favor.
HARBORS & WATERS. Philip Clark Landing. It was noted with regret
the recent passing of Robert Goodwin, former caretaker of the Philip Clark
Landing at State Street. Sympathy is extended to his daughter.
LICENSE. All Alcoholic. Cancellation Hearing for Pleasant Street Cafe.
Motion made and seconded to continue to Wednesday, March 27, 1996 at 8:30
p.m.
Common Victualler's License - II Porto. Application for transfer of
Wine and Malt License from Pleasant Street Cafe to II Porto. Motion made
and seconded to remove these hearings from the table. After a discussion
with the owners of II Porto as it relates to their lease, it was moved and
seconded to continue these hearings to Wednesday, March 27, 1996 at 8:30
p.m. All in favor.
SKATEBOARDING. Selectman St. Laurent spoke of a new Skateboard Park
being built in Marblehead. Contributions may be sent to Town of Marblehead,
Ten School Street, Marblehead, Attention: Skate Park.
Catt Island
CATT ISLAND. Selectmen Conly reported as a Committee of One to investigate
the change in name of Catt Island to Children's Island. After Mr. Conly
gave a detailed history of the island, it was moved and seconded to hold
a public hearing to reconsider the name change of this island on April 3,
1996 at 8: 15 p.m. in Abbot Hall. All in favor. All interested parties are
invited to attend and participate.
LEGION BUILDING. Selectmen Peck reported as a Committee of One on the
American Legion building ... formerly Marblehead Academy. The American Legion
is currently on an active membership drive. The Legion wants to work with
the Town to see if this building is the right place for them, and if so,
how much of the building they will use. The other tenants in the building
will have to leave.
Motion made and seconded to adjourn at 9: 10 p.m. All in favor.
