BOARD OF SELECTMEN
Minutes
February 5, 1997
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):
Thomas A. McNulty, Chairman

F. Reed Cutting, Jr.
Anthony M. Sasso, Town Administrator
FINANCE COMMITTEE. Letter of resignation from the Finance Committee from
Robin Hodgskin Bell was read. The Board thanked Ms. Hodgskin Bell for her
time and work devoted to the Finance Committee. Ms. Hodgskin Bell is no
longer a resident of Marblehead.
There will be a joint meeting of the Finance Committee and the Board of
Selectmen on Saturday, March 15, 1997 at 8 a.m. in Abbot Hall.
PERSONNEL BOARD. Letter of resignation from the Personnel Board from Robert
Campbell was read. The Board thanked Mr. Campbell for the fine work he has
done on this Board and wish him well in his new business venture.
WATER AND SEWER DEPARTMENT. Motion made and seconded to declare a portion
of land and the space on top of the Municipal Water Tower (commonly known
as Burke's Hill Assessor Map 153 Parcel 4) located on Tioga Way, being no
longer needed for Municipal purposes, and upon the authority of the Water
and Sewer Commission, available for lease. The use restrictions shall include
lease to FCC authorized telecommunication service providers for the installation
of communication antennas and equipment. All in favor.
ENGINEERING DEPARTMENT. Motion made and seconded to award the contract for
Marine Design Services for repair of the Doliber Cove Sea Wall to Bourne
Consulting Engineerillg of Franklin, Massachusetts, in the amount of seven
thousand, eight hundred and thirty-five and 00/100 dollars ($7,835.00) and
to sign the executed contract on behalf ofthe Town. All in favor.
ABBOT PUBLlC LIBRARY. Second Century Fund. Judith P. Eissner and Charles
C. Ives, Trustees of the Second Century Fund of the Abbot Public Library,
appeared before the Board with an update on the fundraising for this endowment
fund. Since January of 1992, the Trustees of this Fund have raised over
$300,000, mainly by private solicitations. They would now like to open the
fund raising to the greater community, with a goal of $500,000. Contributions
may be made to the following address: Second Century Fund, Abbot Public
Library, Box 121, Marblehead, MA 01945. This Fund is a fully tax exempt
organization. Chairman McNulty thanked Mrs. Eissner and the rest of the
Trustees for having raised this substantial amount of money
POLICE DEPARTMENT. Letter read from Chief Palmer commending Officer Lori
Cameron for her investigation and arrest of an individual who is alleged
to have committed a number of motor vehicle breaks on the morning of January
28, 1997.
E-911 COMMUNlCATlONS CENTER. Selectman Conly reported that the E-911 Communications
Center is on schedule. Conversion date is April 30, 1997. The building should
be completed by mid-March.
STREETS. Street Name. Discussion was held as it relates to a way off Beacon
Street shown as Old Mill Way on the Town Engineer's map. A letter had been
received from the Fire Chief endorsing the name of Old Mill Way. Motion
made and seconded to offcially name this way Old Mill Way. All in favor.
Joyce Booth commented on the recent death of Henry Collins, the former reporter
who covered Marblehead for the Salem Evening News. Sympathy is extended
to his family
RECREATION AND PARK DEPARTMENT. Chairman McNulty read a memorandum from
the Recreation, Park and Forestry Department announcing an Adopt a Public
Space Program. For more information on this program or to adopt a site,
citizens should contact Tom Hamond or Jeff King at the Recreation and Park
Department (631-3350).
Motion made and seconded that the Board go into Executive Session to discuss
matters pertaining to strategy as it relates to collective bargaining, votes
may be taken, and if they are, votes will be released at a time deemed appropriate
by counsel, not to resume in open session. On a polled vote, the Board voted
as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent,
in favor; Mr. Conly, in favor, Mr. McNulty, in favor.
