BOARD OF SELECTMEN
Minutes
February 21, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):
Thomas A. McNulty, Chairman
Diane E. St. Laurent
Robert F. Peck, Jr.
Anthony M. Sasso, Town Adminstrator
MINUTES. Motion made and seconded to approve the minutes of February 14,
1996. All in favor.
MARBLEHEAD MEDICAL WALK-IN CENTER - Letter from North Shore Medical Center
requesting permission to upgrade the walk-in center facility to better serve
the community. All in favor.
PERMISSION. Use of Abbot Hall. - Letter from Ned Savoie of Harbor Light
Productions, Inc. requesting permission to use the doorway of Abbot Hall
in an interactive CD-ROM. The project is based around alumni reunions. Abbot
Hall would be used to visually recreate the look of a school with an elegant
front hallway. Mr. Conly suggested that we know more about the project.
Motion made and seconded for approval subject to Mr. Sasso's review. A copy
of the finished product is to be provided to the Town. All in favor.
PROCLAMATION - Letter read from Marlene Cohen of the American Red Cross
of Massachusetts Bay requesting that the Town of Marblehead join the President
of the United States and the Governor of Massachusetts in proclaiming March
as Red Cross Month. All in favor.
3 State Street
PERMISSION. Sign. - Motion made and seconded to approve the request of Ellen
Petersen to place a hanging sign at 3 State Street. A drawing and certificate
of insurance were provided. All in favor.
PARKlNG - Letter read from David E. Caswell of Washington St. regarding
the parking problems at that location. Motion made and seconded to refer
the letter to the Traffic and Safety Advisory Committee. All in favor.
DOGS - Letter read from Lynda Clarke of Fort Sewall Lane regarding the
violation of the leash and scooper laws. Motion made and seconded to invite
the Dog Officer to next week's meeting to talk about the problem and present
a report on the activity at Crocker Park. All in favor.
LICENSE - One Day Entertainment and One Day Alcoholic Beverage. Dolphin
Yacht Club. - In a continuation from last week a number of concerns were
raised and discussed including parking. Motion made and seconded to grant
a One Day Entertainment License and a One Day All Alcoholic Beverage License
to the Dolphin Yacht Club for Saturday, March 16, 1996. All in favor.
PARKlNG. Bessom Street. - Elliot Strasnick appeared to request that the
two hour parking restriction on Bessom Street in front of Village Plaza
II be lifted so that store owners and workers would have a place to park.
A discussion of the parking problems merchants and workers face followed.
Mr. Peck made a motion to lift the ban for sixty days. Mrs. St. Laurent
seconded. Mr. Conly was against. Mr. Peck withdrew the motion. Motion made
and seconded to refer the matter to the Traffic and Safety Advisory Committee.
All in favor.
EASEMENT - Attorneys Earl Munroe and Michael McArdle, representing Earl
and Carol Miller of Bayview Road, appeared before the Board to request the
partial release of an easement. All in Favor.
NATIONAL PRAYER DAY - The Board voted to take no action on the request
of Donald Orne to have the bells of Abbot Hall rung on May 2, 1996.
BELL RINGING - The Board voted to ring the bells of Abbot Hall along
with the churches on Washington's Birthday, February 22, 1996.
Motion made and seconded to adjourn the meeting. All in favor. Meeting
adjoumed at 8:32 p.m.
