BOARD OF SELECTMEN
Minutes
February14, 1996

Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

WIRE INSPECTOR. Gordon "Skip" Lyons appeared to notify the Board that Michael Hull had resigned as Assistant Wire Inspector. Mr. Lyons requested the appointment of Ronald Marks as the new Assistant Wire Inspector. Motion made and seconded for approval. All in favor.

ABBOT HALL. Motion made and seconded to approve the request of the Marblehead Historical Society's request for permission for Marion Gosling of the Marblehead Historical Commission to open Abbot Hall on Sunday, April 28, 1996 at 10 a.m. for a special group tour of guests. All in favor.

SISTER ClTY. Monterosso, Italy. Mr. Tony Musso, Chairman of the Italy-New England Chamber of Commerce appeared with a proposal for Marblehead to have a sister city connection with Monterosso, Italy. This is a city on the west coast of northern Italy near Genoa. Board agreed to take this under advisement.

MINUTES. Motion made and seconded to approve the minutes of the meeting of January 31, 1996. All in favor.



16 Gregory Street

OLD AND HISTORIC DISTRICTS COMMISSION. Public Hearing. Dunklee Property at 16 Gregory Street. After a brief discussion among Ruth Strachan, Bruce Greenwald, Frank McElroy, Patricia Dincecco, the members of the Board of Selectmen, and Attorney William J. Lundregan, representing James and Lynn Bryant, it was moved and seconded to continue the public hearing to Weduesday, March 27, 1996 at 7:35 p.m. All in favor. Attorney Lundregan stated there would be no prejudice by having all five members listen to the evidence at that time and also vote.

WORLD PRAYER DAY. The Board indicated they wish to review the request of Donald Orne to have the bells of Abbot Hall run on May 2, 1996 in honor of National Prayer Day.

REVOLVING FUND ACCOUNTS. Motion made and seconded to continue for fiscal 1997 the revolving fund of the Histoncal Commission approved, recommended and authorized by Town Meeting for fiscal 1996. Motion made and seconded to continue for fiscal 1997 the revolving fund of the Recreation and Park Commission approved, recommended, and authorized by Town Meeting for fiscal 1996. Motion made and seconded to continue for fiscal 1997 the revolving fund of the Board of Health approved, recommended, and authorized by Town meeting for fiscal 1996. Motion made and seconded to continue for fiscal 1997 the revolving fund of the Council on Aging approved, recommended, and authorized by Town Meeting for fiscal 1996. Motion made and seconded to continue for fiscal 1997 the revolving fund of the Animal Control Department approved, recommended, and authorized by Town meeting for fiscal 1996.

The Dolphin Yacht Club

LICENSES. One-day Entertainment and One-day All Alcoholic Beverage. Dolphin Yacht Club. Motion made for approval of the request of the Dolphin Yacht Club for a one-day entertainment license and one day all alcoholic beverage license for March 16, 1996. After a brief discussion the motion was withdrawn.


Front Street

TRAFFIC & SAFETY. Letter read from Chief John Palmer of the Marblehead Police Department relative to speeding on Front Street. Motion made and seconded to refer this letter to Traffic and Safety Advisory Committee. All in favor.

MHTV Sign at the foot of the High School Hill

CONTINENTAL CABLEVISION. Letter read from Continental Cablevision announcing Marilyn Freeman as their Volunteer of the Year for 1995. Congratulations were extended to Mrs. Freeman.

PERMISSION. Road Race. Motion made and seconded for approval of the request of Bill Zazynski, Physical Education Director of the Marblehead/Swampscott Y. M. C. A for approval to hold their "Ring Around the Neck" Road Race on Sunday, April 28, 1996. All in favor subject to Police Department approval.

HISTORICAL COMMISSION. Motion made and seconded to have the Historical Commission make recommendations of paintings and historical artifacts to be installed in the Selectmen's Meeting Room and report back as soon as possible. All in favor.

Motion made and seconded that the Board go into Executive Session to discuss strategy with respect to collective bargaining, votes may be taken, and if they are, votes will be released at a time deemed appropriate by Counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Purdin, in favor; Mrs. St. Laurent, in favor; Mr. Peck, in favor; and Mr. McNulty, in favor.
