BOARD OF SELECTMEN
Minutes
December 18, 1996

Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

MARBLEHEAD MUSTER. John Belanger of the Marblehead Muster Committee appeared before the Board to request permission to hold a Muster on September 6. 1997 Motion made and seconded for approval. All in favor.

TREE WARDEN-. Letter read from Tree Warden Richard Farrar requesting residents of Marblehead to bring their Christmas trees to Riverhead Beach before the annual tree burning which will be on January 6. 1997. The Tree Department will also be picking up trees at curbside until January I 0th. After that date, residents are asked to take their tree to the dump This same letter was read last week

ABBOT PUBLIC LIBRARY. Chairman McNulty read a letter from the Director of the Abbot Public Library, Bonnie Strong, in which it was announced the Library will be opened additional hours, i. e. Friday morning at 10 a.m. until 5 p.m., an increase of three hours per week. In addition the Children's Department will be open Monday nights until 9 p.m., the same hours as the rest of the Library.

CAPITAL PLANNING COMMITTEE. Motion made and jeconded to allow the Capital Planning Committee to insert a two-page survey into 500 randomly selected tax bills tor the purpose of gainin, public input into the Committee's Capital Plan. All in favor

LICENSE. One-day All Alcoholic Beverage. Motion made and seconded to approve the request of Temple Sillai to have a one-day All Alcoholic Beverage license for the evening of January 25, 1997 from 8 p.m. to l 1:45 p.m. subject to the usual fee. All in favor.

OLD MARBLEHEAD IMPROVEMENT ASSOCIATION. Joyce Booth and Ed Clisby, representing, the Old Marblehead Improvement Association, appeared before the Board with some concerns for the downtown area.

PERMISSION. Awning Overhanging Public Way. Ralph Amero of Harris Awning appeared before the Board seeking permission to place an awning at Three Atlantic Avenue for Marblehead House of Pizza. This awning will overhang the sidewalk. Motion made and seconded to approve this request subject to approval of the Building Inspector and the usual Certificate of Insurance naming the Town as an additional insured. All in favor.

LEASE. Hobbs Building. Motion made and seconded the declare the Hobbs Building no longer needed for Municipal purposes and available for lease. The building reuse restrictions shall include lease to a nonprofit provider, of non emergency outpatient mental health and counseling services and to provide at Town subsidy certain mental health, counseling and outreach services for Town residents. All in favor.

MINUTES. Motion made and seconded to approve the minutes of December 11, 1996.

FINANCE DIRECTOR. Fiscal Forecast '98. Motion made and seconded to receive the Fiscal Forecast '98 from the Finance Director at the Selectmen's Meeting of January 8, 1997 at 8 p.m. All in favor.

TRAFFIC & SAFETY. Town Administrator Sasso gave an update on the request of Tedesco Country Club to call the public's attention to the crosswalk from their parking lot to the Club on Tedesco Street. Signs have been installed and the Light Department will put a light over the crosswalk.

TlM ANGLE CONCERT. Chairman McNulty reminded the public the fund raiser, the Tim Angle Concert, will be held at Abbot Hall Thursday and Friday nights, December 19 and 20.

MARBLEHEAD AT THE MILLENNIUM PROJECT. Motion made and seconded to endorse in concept the project of photoprapher, Stuart Cohen, to record Marblehead at the millennium on a non-exclusive basis and at no cost to the Town. All in favor.

MARBLEHEAD HISTORIC COMMISSION. Motion made and seconded to ask Town Counsel Lausier and Town Adminsitrator Sasso to be a Committee of Two to come up with a location tor the Hannah Plaque for Board approval. The history of the plaque should be placed near the placlue. All in favor.

RECREATION AND PARKS/COA. Mr. Conly asked Mr. Sasso to cormmunicate with the Town Engineer to see if lining the detention basin with rocks is a lo,gical solution to the danger of the water in the basin.

TUCKER'S WHARF. Town Administrator Sasso gave an update on Tucker's Wharf. The re-bid is on schedule, bids are due on January 8, 1997.

POND LANE. Town Administrator Sasso presented a report from the Police and Fire Chiefs, indicating they agreed it poses a public safety risk to change that portion of Pond Street from Redd's Pond to Orne Street to Pond Lane because it would lead to confusion. Mr. McNulty suggested that portion of Pond Street be renamed Redd' s Pond Lane. Mr. Sasso will talk to the two Chiefs about that.

Motion made and seconded that the Board go into Executive Session to discuss strategy with respect to collective bargaining, votes may be taken, and if they are, votes will be released at a time deemed appropriate by Counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent, in favor. Mr. Conly, in favor; and Mr. McNulty, in favor. Board adjourned at 8:15 p.m.
