BOARD OF SELECTMEN
Minutes
December 11, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):
Thomas A. McNulty, Chairman
Diane E. St. Laurent
William E. Conly
William M. Purdin
F. Reed Cutting, Jr.
Anthony M. Sasso, Town Administrator
COUNCIL ON AGING. Contract. North Shore Elder Services. Motion made and
seconded to authorize Chairman McNulty to sign the contract with North Shore
Elder Services. All in tavor
LICENSE. All Alcoholic Beverage Club. Headers Club. A hearing was held as
it relates to the application of the Headers Club for a change of manager
on their All .Alcoholic Beverage Club License. The new manager is Dincer
Ulutas. Motion made and seconded to approve this application. On a polled
vote, the Board voted as follows: Mr. Cutting (All in favor; Mr Purdin,
in favor; Mrs. St. Laurent, in favor; Mr. Conly, in favor; and Mr McNulty,
in favor.
MARBLEHEAD HOUSlNG AUTHORITY. The following members of the Marblehead Housing
Authority joined the meeting: Rob Dana, Jean Eldridge, JeffHowlett and Howard
Gross. The Board of Selectmen and the members of the Marblehead Housing
Authority interviewed the following candidates for one opening on the Housing
Authority: Patricia Bullis, David Delaney, Peter Dowd. Richard McCarthy,
Pamela Basso and Richard Whitehill All names were put in nomination, the
first person to receive five votes would be the new men1ber of the Marblehead
Housing Authority. On a polled vote, the results were as follows: Mr Dana,
Mr. Delaney; Mrs. Eldridge, M s. Basso; Mr. Howlett, Mr. Delaney; Mr. Gross,
Mr. Delaney; Mr Cutting, Mr Delaney; Mr. Purdin, Mr. Delaney, Mrs. St. Laurent,
Mrs. Bullis; Mr Conly, Mrs. Bullis; and Mr. McNulty, Mr. Delaney. Mr. Delaney
was appointed to the Marblehead Housing Authority Mr. Delaney will be required
to run for election to this slot in May.
STREETS. Change of Name. Portion of Pond Street to Pond Lane. A public hearing
was held at the request of Constance Cooney and others to change the name
of that section of Pond Street between Redd's Pond and Orne Street to Pond
Lane. Constance Cooney and Emllla Matheson spoke in favor of this petition.
Mr. Conly stated he would want a recommendation from the public safety officials.
Motion made and seconded for approval subject to review by the public safety
officials of the Town. On a polled vote, the Board voted as follows- Mr.
Cutting, in favor; Mr. Purdin in favor; Mrs. St. Laurent. in favor; Mr.
Conly, opposed; and Mr. McNulty, in favor.
MARBLEHEAD COUNCIL ON ARTS. Motion made and seconded to approve the Disclosure
Form, Chapter 268A, Section 20 of the General Laws of the financial interest
of Rick Ashley and Gail Hercher as set forth in the Local Cultural Council
Member Disclosure Forms dated December 9, 1996 All in favor.
PLANNING BOARD. The following members of the Planning Board joined the meeting:
James Bishop, Walter N. Fader, Jr. and J. Michael McCloskey for the purpose
of interviewing the following candidates for one opening on the Planning
Board: William Royal and Andrew Savage. Both names were put in nomination.
On a polled vote of both Boards, the results were: Mr. Bishop., Mr. Royal;
Mr. Fader, Mr. Royal; Mr. McCloskey, Mr. Royal; Mr. Cutting, Mr. Savage;
Mr. Purdin, Mr. Royal; Mrs. St. Laurent, Mr. Royal; Mr. Conly, Mr. Royal;
and Mr. McNulty, Mr. Royal. Mr. Royal is the new member of the Planning
Board. Mr. Royal will be required to run for election to this position in
May.
TREE WARDEN - Letter read from Tree Warden Richard Farrar stating, that
the residents of Marblehead are requested to bring their Christmas trees
to Riverhead Beach before the Annual Tree Burning which will be on January
6, 1997. In addition. the Tree Department will be pick up trees at curbside
until January 10, 1997. After that date, residents are asked to take their
tree to the dump.
POLICE DEPARTMENT. Letter read from Daniel R. Santanello Selectman of Swampscott.
commending Police Officer Rick Winship for an incident in which he issued
a citation tor a traffic violation to a motorist.
TRAFFIC & SAFETY. As a result of a letter from Anthony Passaretti. Club
Manager of Tedesco Country Club. A motion was made and seconded to place
a sign indicating, "Crosswalk Ahead'' on Tedesco Street at the Tedesco
Country Club. All in favor.

LICENSE. All Alcoholic Restaurant. Rosalie's Restaurant. Motion made and seconded to hold a hearing on the cancellation of the Ail Aicoholic Beverage License in the name of Rosalie's Restaurant to be scheduled for January 8, 1997 at 7:45 p.m. All in favor.
