BOARD OF SELECTMEN
Minutes
October 9, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the minutes of the meeting
of
October 2, 1996. AII in favor
HIGHWAY DEPARTMENT. The Board of Selectmen presented a proclamation
to the members of the Highway Department acknowledging the dedication, hard
work, and superior efforts shown in the performance of their duty.
PERMISSION. Marblehead Youth Soccer. Letter was received from Mark O'Brien.
President of the Marblehead Youth Soccer Association. The Association is
hosting a Columbus Day Weekend Soccer Tournament on October 12th and 13th.
There will be 325 children playing in the tournament from various towns
throughout Massachusetts. Motion made and seconded to grant the request
to use the parking area at the Mary Alley Municipal Building from 8:30 a.m.
to 5:30 p.m. on Saturday and from 8:30 a.m. to 4:00 p.m. on Sunday to be
used as a satellite parking lot for the tournament . All in favor.
SPECIAL TOWN MEETING. Motion made and seconded that a Special Town
Meeting be held on November 18. 1996, commencing at 7:45 p.m. in the Marblehead
High
School Auditorium. All in favor Motion made and seconded that the Warrant
for Special Town Meeting be opened. All in favor. Moved and seconded that
the Warrant for the Special Town Meeting be closed on October 16, 1996 at
8:00 p.m. All in favor.
TRAFFIC & SAFETY. A public hearing, will be held on Wednesday. November
13,1996, at 7:35 p.m. in the Selectmen's Meeting Room as it relates to one-way
traffic on South and Middle Streets The Selectmen and the Traffic and Safety
Advisory Committee will meet at noon on November I0th at the Oko's Building
to visit the site.
HANDICAPPED PARKING. Clark Landing. Motion made and seconded to remove
from the table the discussion as it relates to the request that the first
three parking spaces in the Southwest corner of Clark Landing become handicapped
parking space. All in favor. Motion made and seconded to ratify the placement
of two handicapped parking spaces on Clark Landing. All in favor.
HANDICAPPED PARKING. Old North Church. Motion made and seconded to rescind
the vote of June 5, 1996 as it relates to Handicapped Parking - Old North
Church. All in favor Motion made and seconded to reaffirm the vote of June
14, 1995 as it relates to Handicapped Parking - Old North Church. All in
favor.
SELECTMEN'S ADVISORY COMMlTTEE ON DlSABlLlTlES. The Selectmen interviewed
Barbara Baratz and Ed Lang for positions on the Selectmen's Advisory Committee
on Disabilities. There is one more interview to be conducted on October
3Oth, at which time appointments will be made.
BOSTON GAS COMPANY. A public hearing was held on the application of
Boston Gas Company- to install 1050' of 8" plastic main in Brook Road,
and 420 of 2" plastic main in Community Road. Bob Moorhead represented
the Boston Gas Company. There was no opposition to this application. Motion
made and seconded to approve the request subject to the approval of the
Surveyor of Highways where he has jurisdiction. On a polled vote, the Board
voted as follows Mr. Cutting, in favor; Mr. Purdin. in favor; Mrs. St. Laurent,
in favor: Mr. Conly. in favor; and Mr. McNulty, in favor.
LICENSE. One-day Beer and Wine License. Motion made and seconded to
approve the request of the Dolphin Yacht Club for two one-day beer and wine
licenses for October 18, 1996 and October 24, 1996, subject to review by
Mr. Sasso. All in favor.
PERMISSION. Parade Permit. Motion made and seconded to grant a parade
permit to the Marblehead Gridiron Club for their Homecoming Parade on Saturday,
October 19, 1996, at 12 noon. All in favor.
ABBOT HALL BELLS. Motion made and seconded to approve the request of
George Carruth, Veterans' Agent, to have the bells of Abbot Hall rung in
commemoration of Veterans' Day on Monday, November 11, 1996, at 11 a.m.

LICENSES. Motion made and seconded to approve the license fees for 1997

TRAFFIC & SAFETY. Thirty-day trial period is up for the "No
Parking, Monday Through Friday, 7:30 a.m. to 3:00 p.m. School Days"
outside the Glover School on Maple Street. Motion made and seconded to make
this permanent. All in favor.
LICENSE. All Alcoholic Beverage License. Rip Tide Lounge. Motion made
and seconded to remove from the table the Show Cause Hearing on the Rip
Tide Lounge. All in favor. The official record of this hearing is on audio
cassette filed in the Selectmen's Office. Motion made and seconded to take
no action. All in favor.
POLICE DEPARTMENT. At the request of Police Chief Palmer, it was moved
and seconded to indemnify Lt. Robert Coyne regarding Case No. 152544 effective
September 13, 1996 All in favor.
Motion made and seconded that the Board go into Executive Session to
discuss collective bargaining and contractual negotiations, votes may be
taken, and if they are, votes will be released at a time deemed appropriate
by counsel, not to resume in open session. On a polled vote, the Board voted
as follows: Mr. Cutting, in favor; Mr. Purdin, in favor; Mrs. St. Laurent,
in favor, Mr Conly, in favor, and Mr. McNulty, in favor.
