BOARD OF SELECTMEN
Minutes
October 30, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

MINUTES - Motion made and seconded to accept the minutes of October 23,
1996 as amended All in favor.
LICENSES. Liquor. Motion made and seconded to allow alcoholic beverage
package stores to operate between the hours of noon and 6:00 p.m. on Sundays,
November 23, 1996, through December 29, 1996 All in favor.
PARKING. Chairman McNulty reminded the citizens of Marblehead that the
overnight parking ban goes into effect November 1, 1996 at 12:01 a.m.
FINANCE DEPARTMENT. Chairman McNulty reminded property owners that all
real estate taxes are due bv November 1, 1996 at 5 o'clock. The Tax Collector's
Office wiil be open until 5 o'clock on that Friday.
SPECIAL TOWN MEETING. Finance Committee. The Finance Committee will
hold a Public Hearing on Thursday, November 7, 1996 at 7:30 p.m. in the
Selectmen's Room at Abbot Hall to review the alticles in the Warrant of
the November 18, 1996, Special Town Meeting.
HANDICAPPED AFFAIRS. Peggy Blass appeared before the Board to discuss
Handicapped issues and the formation of an Advisory Committee on Disabilities.
She offered to be an advisor or liason to the Committee in an ex officio
manner.
TRAFFIC & SAFETY. Motion made and seconded to refer to Traffic and
Safety the recommendations pertaining to parking limits, no parking areas
and handicapped parking spaces as outlined in the letter from Lt. Dave Millet,
Traffic and Safety Officer of the Marblehead Police Department All in favor.
Motion made and seconded to ask the Traffic and Safety Advisory Committee
to submit recommendations to the Board of Selectmen before their meeting
of November 6, 1996 as it relates to making Middle and South Streets one
way. All in favor
SELECTMEN'S ADVISORY COMMITTEE ON DISABILITIES. Evonne Peters and Karen
Rockett were interviewed by the members of the Board for positions on this
Committee. Previous citizens interviewed for this Committee were: Susan
Roper, Barbara Baratz, Ed Lang, Joanne Shutz, Keith Shutz, Linda Halbert,
Sue Ball. Motion made and seconded to put the names of all candidates in
nomination. All in favor. On a polled vote, the Board voted as follows:
Mr Cutting cast a vote for all nominees to be on the Committee, Mr. Purdin
cast a vote for all nominees to be on the Committee; Mrs. St. Laurent cast
a vote for all nominees to be on the Committee, Mr. Conly cast a vote for
all nominees to be on the Committee, and Mr. McNulty cast a vote tor all
nominees to be on the Committee. The Selectmen's Advisory Committee on Disabilities
is comprised of Sue Ball, Barbara Baratz, Linda Halbert, Ed Lang, Evonne
Peters. Karen Rockett, Susan Roper, Joanne Shutz, and Keith Shutz . The
Board asked Mr. Sasso to prepare for the Board any other recommendations
after consulting with other communities on the makeup of their committees
dealing with handicapped issues
VETERANS' AGENT. Veterans' Day Services. Motion made and seconded to
approve the request of George Carruth. Director of Veterans' Services, on
behalf of Chaplain Lyman Rollins Post #2005 VFW to use the rotunda at Abbot
Hall on Monday, November 11, 1996 from 9:30 to I I a.m. tor its annual Veterans'
Day services. All in favor.
LICENSE. One-Day Entertainment. Motion made and seconded to approve
the request of The Sand Bar & Grille for a one-day entertainment license
for Saturday November 30, 1996 from 7:00 p.m. to 11:45 p.m. for karaoke.
All in favor.
PERMISSION. Spirit of '76. After a discussion and presentation of the
history of The Spirit of ''76 by Virginia Gamage. motion was made to deny
the request of Harrison Direct, Inc. to use the graphics of the painting
in conjunction with a display header for license products of The Coca-Cola
Co. All in favor.
BY-LAW CHANGE. Motion made and seconded to appoint Mrs. St. Laurent
as a Committee of One to investigate a modification of the Town By-Law as
it pertains to sidewalk sales to be put before the next Annual Town Meeting,
and if necessary appear before the Planning Board . All in favor.
PERMISSION. Motion made and seconded to approve the request of Jeffrey
M. Hubbard to hold the First Annual Marblehead Thanksgiving Day Walk to
benefit the Jimmy Fund on November 28, 1996 at 5:00 a.m. starting at Devereux
Beach parking lot, around the Neck and back to the parking lot, subject
to Mr. Sasso and Chief Palmer investigating the request further. All in
favor
TOWN ENGINEER. Motion made and seconded to request the Town Engineer
and Wire Inspector move forward on the temporary traffic controls at the
intersection of Humphrey Street and Route 114 as requested by Recreationl
Parks & Forestry Department Superintendent, R. Thomas Hamond. All in
favor.
TRAFFIC & SAFETY. Motion made and seconded to refer to Traffic &
Safety the letter from Richard Bragdon of 30 Waldron Street as it relates
to the request for placement of a stop sign on Gregory Street where it runs
past Waldron Street. All in favor.
CONTRACTS. Motion made and seconded to authorize Chairman McNulty to
sign the proposal from Weston & Sampson Engineers, Inc. as it relates
to Tower Way, subject to Assistant Town Counsel approval. All in favor.
Motion made and seconded that the Board go into Executive Session to
consider pending litigation and strategy as it relates to collective bargaining,
votes may be taken, and if they are, votes will be released at a time deemed
appropriate by counsell not to resume in open session. On a polled vote,
the Board voted as follows: Mr. Cutting, in favor; Mr. Purdin, in favor:
Mrs. St. Laurent, in favor; Mr. Conly, in favor; and Mr. McNulty, in favor.
