BOARD OF SELECTMEN
Minutes
October 2, 1996
Board met in Regular Session 7.30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

Anthony M. Sasso, Town Administrator
TRAFFIC & SAFETY. Upon the recommendation of Town Administrator Sasso,
Surveyor of Highways McLaughlin and Police Lieutenant Millett, the Board
voted the following parking restrictions on a 30-day trial basis:
Motion made and seconded that the "No Parking This Side" restriction
along the easterly side of Atlantic Avenue between Rockaway Avenue and Hathaway
Road be amended to read, "Between Rockaway Avenue and Bartlett Street."
All in favor.
Motion made and seconded that parking be allowed along the southeast side
of Lee Street, a distance of 45 feet in an easterly direction beginning
at a point 20 feet east of the southeasterly corner of Lee and South Street.
All in favor.
Motion made and seconded that the existing crosswalk leading from the northeast
corner of Pleasant Street and Cross Street to the northwest corner of Pleasant
Street and Village Street be eliminated and a new crosswalk leading from
the northeast corner of Pleasant Street and Cross Street to the corner of
Village Street and Vine Street be created All in favor.
Motion made and seconded that a public hearing be held on November 6, 1996
as it relates to South Street becoming a one-way street running in an easterly
direction (from Middle Street to Lee Street) and Middle Street becoming
a one-way street running in a westerly direction (from Washington Square
to Washington Street.) All in favor. The Board will visit this site the
week before the public hearing.
Motion made and seconded to table the request to remove the existing Handicapped
Parking Space on Clark Landing. All in favor.
Motion made and seconded to table the request that the first three parking
spaces in the southwest corner of Clark Landing become Handicapped parking
space. Four voted in favor, and Selectman St Laurent opposed. The Selectmen
will bring this up next week.
Motion made and seconded that the Board of Selectmen place on the Warrant
for the May Town Meeting of 1997, an article to increase the fine from $15.00
to $100.00 for those persons who illegally park upon a Handicapped parking
space, so marked. All in favor.
Motion made and seconded that the time allotment for parking along Washington
Street from its intersect with Pleasant Street to number 75 Washington Street
be amended to read Two Hours. All in favor.
Motion made and seconded that the time allotment for parking along Atlantic
Avenue between Chestnut Street and Washington Street, wherever "One
Hour" appears, to be amended to read "Two Hours". All in
favor.
LICENSE. One-day Entertainment. Motion made and seconded to grant the
request of the Dolphin Yacht Club to have a one-day entertainment license
to provide live entertainment (a small band which will use amplification
system, the music at all times will be kept to reasonable audio levels so
as not to cause any unreasonable disturbance) between 6 p.m. and l2 midnight
on October 12, 1996. All in favor.
FIRE DEPARTMENT. Motion made and seconded to write a thank-you letter
to Murray Young for assisting the Fire Department in conducting apparatus
tests at Redd's Pond at no expense to the Town. All in favor.
POLICE DEPARTMENT. Motion made and seconded to indemnity Officer Edgar
Doliber rergard
ing case No 148010 effective June 11, 1996 as requested
by Chief Palmer. All in favor.
PERMISSIO.N. Old Town House. Motion made and seconded to approve the reguest
of Nancy Orne, Director of the Council on Aging, to use the Old Town House
for their annual Christmas Walk fund-raiser on December 6th from 9:00 a.m.
- 10:00 p.m; Saturday. December 7th from 8:00 a m. - 6:00 p m.; and Sunday,
December 8th from 8:00a.m. - 5:00 p m. All in favor.
ENGINEER. Pleasant Street Drain Project. Chairman McNulty called attention
to the fact that the Pleasant Street Drain Project from Devereux Street
to Tent's Corner will begin the week of October I4th. Citizens are encouraged
to use Atlantic Avenue or West Shore Drive during, this project.
PERMISSION. Booster Club. Motion made and seconded to approve the request
of the Marblehead Boosters Club to conduct their annual door-to-door canvas
on Sunday, October 20, 1996 from 12 noon until 4 p m. All in favor.
MINUTES. Motion made and seconded to approve the Minutes of the meeting
held on September 25, 1996 All in favor.
LICENSE. All Alcoholic Beverage. Rip Tide Lounge, Inc. A Show Cause
Hearing was held to determine if the All Alcoholic Beverage License held
by the Rip Tide Lounge, Inc. should be modified, suspended or revoked as
it relates to an incident of August 5, 1996, alleging they violated Massachusetts
General Laws, Chapter 138, Section 69. The official record of this hearing
is on audio tape in the Selectmen's Office. Motion made and seconded to
continue this hearing until 8:15 p.m. on Wednesday, October 9, 1996. The
hearing is left open for additional evidence. Ail in favor.
TRAFFIC & SAFETY. Motion made and seconded to approve the placing
of crosswalks on Jersey Street, Ramsdell Street and Shepard Street as appeared
on the plan submitted by Town Administrator Sasso. This is a modified plan
of the request as submitted by Michael Haley of 39 Jersey Street. All in
favor.
HANDICAPPED PARKING SPACE - Old North Church. The consensus of the Board
was to have Town Engineer Saal look at the request to rescind the vote of
June 14, 1995 as it relates to the Handicapped Parking Space in front of
the Old North Church.
WINTER OFF-STREET PARKING. In response to a question posed by David
Taylor of Pond Street, the Winter Off-Street Parking ban will go into effect
November 1, 1996
Motion made and seconded that the Board go into Executive Session to
discuss collective bargaining and a disciplinary issue, votes may be taken,
and if they are, votes will be released at a time deemed appropriate bv
counsel, not to resume in open session. On a polled vote, the Board voted
as follows: Mr. Cutting, in favor, Mr. Purdin, in favor; Mrs. St. Laurent.
in favor; Mr Conly, in favor; and Mr McNultv, in favor.
Meeting was adjourned at 10:07 p.m.
