BOARD OF SELECTMEN
Minutes
January 31, 1996
Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall
Present (constituting a quorum):

SCHOOL DEPARTMENT/ABBOT PUBLIC LlBRARY. Chairman McNulty noted with
great regret the passing today of Dr. Phyllis Smith, former Chairman and
current member of the Board of Trustees of Abbot Public Library as well
as Language Arts/Library Curriculum Director in the Marblehead Public School
System. Sincere sympathy is extended to her family.
Abbot Public Library
BUILDING COMMISSIONER. Wire Inspector. Motion made and seconded to
appoint Michael Hull Assistant Wire Inspector at the second step of the
group. All in favor.
FINANCE DEPARTMENT. Treasurer. Motion made and seconded that the
sale of
. the $6,070,000 Municipal Purpose Loan of 1996 Bonds ofthe Town dated February
1, 1996, to
Advest, Inc. at 100.0106 and accrued interest is hereby confirmed. The bonds
shall be payable on
February 1 of the years and in the principal amounts and bear interest at
the respective rates, as
follows:

MINUTES. Motion made and seconded to approve the minutes of January
24,1996. All in favor.
HIGHWAY DEPARTMENT. Motion made and seconded that the Board of Selectmen
consistent with Chapter 44, Section 3 lD approve expenditures for removal
of snow and ice in excess of available appropriations for snow and ice in
the amount of $100,000.
Bart Snow, Town Accountant
RETlREMENT BOARD. Letter read from George B. Snow, Marblehead Board
of Retirement, informing the Board of the resignation of Katherine Magrath
from the Marblehead Board of Retirement. Charles Maurais has been appointed
Chairman and Nils Peterson was appointed the third member ofthat Board.
Motion made and seconded to send letter of appreciation to Ms. Magrath thanking
her for the wonderful job she has done over the years and recognize her
retirement with regret and best wishes. All in favor.
POLICE DEPARTMENT. Indemnification. Motion made and seconded to indemnify
Officer Ronald J. Shelton as requested by Chief John Palmer. Motion made
and seconded to have Chief Palmer notify the Attorney General's Office,
Victim Witness Program, so that this action can be made known to the Court
at the appropriate time. All in favor.
HIGHWAY DEPARTMENT. Mass. Highway. Announcement made of the awarding
of $850,000 to the Town of Marblehead from the Commonwealth of Massachusetts
for downtown street improvements. This is the largest grant Marblehead has
ever been awarded. Selectman St. Laurent extended thanks to Lt. Governor
Cellucci for this grant, and also mentioned how Town Planner Rebecca Curran
and Town Administrator Tony Sasso had played a major part in obtaining this
grant.
BELLS. Washington's Birthday. Motion made and seconded to request
the Churches in Marblehead to ring their bells at the usual holiday hours
from 7:30 a.m. to 8:00 a.m.; 12.00 noon to 12:30 p.m. and from 6:00 p.m.
to 6:30 p.m. on Thursday, February 22, 1996. All in favor.
FIREMAN'S MUSTER. Bert Symonds. Chairman McNulty noted with great
sadness the passing of Bert Symonds today. He was a gentleman recognized
throughout the Muster community in New England, and will be well-remembered
for his efforts put forth in many of the Marblehead Musters of the past.
Sympathy is extended to his family.
LICENSE. All Alcoholic. Motion made and seconded to schedule a hearing
for Fortune Thai Inc. d/b/a Erawan Restaurant to determine whether their
All Alcoholic License should be canceled pursuant to M.G.L. c 138 s 77,
date to be determined. All in favor.
Motion made and seconded to adjourn the meeting. All in favor. Meeting adjourned
at 8:25 p.m.
