BOARD OF SELECTMEN
Minutes
January 10, 1996

Board met in Regular Session 7:30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

Thomas A. McNulty, Chairman
William E. Conly
Diane E. St. Laurent
Robert F. Peck, Jr.
William M. Purdin

Anthony M. Sasso, Town Adminstrator

Chairman McNulty acknowledged the diligent work on the part of Town Employees on the post-snowstorm clean-up. He also asked for cooperation from Town Citizens in adhering to the request of the Fire Chief and the Water and Sewer Department to shovel out the hydrants. Chief Maurais also asked the Citizens not to move the sticks that are identifying the fire hydrants.

LICENSE. Class II Auto. Vladimir Yampolsky appeared requesting approval of a Class II Auto License in his name at 8R Anderson Street. No opposition. Motion made and seconded for approval. On a polled vote, the Board voted as follows: Mr. Purdin in favor: Mr. Conly, in favor; Mrs. St. Laurent, in favor; Mr. Peck, in favor; and Mr. McNulty, in favor.

POLICE DEPARTMENT. D.A.R.E. Chief Palmer and Officer Robert Picariello appeared with an update on the D.A.RE. (Drug Abuse Resistance Enforcement) Program in the Marblehead Schools. The first ~aduation from this program will be held on February eighth, at 8:30 a.m. at the Marblehead Middle SchooL

DOG OFFICER. Letter read from Linda Fisk, Animal Control Officer, with an update on the investigation ofthe complaint from Mary Healey. Jeanna Kahn, the owner ofthe dog that attacked Ms. Healeys dog has wntten and called Ms. Healey to extend her apolosgies. Ms. Kahn has also been issued a ticket for violation of the leash law. Ms. Fisk feels this issue is now resolved.

PERMISSION. Use of Abbot Hall. Motion made and seconded to approve the request of William C. Sano. Music Teacher at the Elbridge Gerry School to use Abbot Hall Auditonum for Tuesday evening. Januarv 23, 1996 for a Winter Holiday Concert. All in favor.

POLICE DEPARTMENT. Letters of thanks and appreciation from ChiefPalmer were read relative to several officers participating in the Honor Guard at the funeral of Gerald Lemieux. Those officers cited were Lt. David Millett, Lt. Mark Mills, Sergeant Peter Preble, Officers Paul Belyea, Lori Cameron, Matthew Freeman, James Hazell, Kenneth Nickerson and Robert Picariello.

LETTERS. Letter read from Duane Church of Brooklyn, New York. Mr. Church is a former crew member ofthe U. S. S. Marblehead and included memorabilia pertaining to the U. S. S. Marblehead with his letter. Sincere thanks were expressed to Mr. Church.

PERMISSION. Road Race. Letter read from Roger Perham requesting permission to run The Great Stew Chase through Marblehead on Saturday, February 3, 1996. The race should enter Marblehead at 10:20 a.m. and leave at 11:15 a.m. Motion made and seconded for approval subject to Police Department approval. All in favor.

MASS. HIGHWAY. Letter read from Secretary of Transportation, James J. Kerasiotes assuring the Town that MassHighway road and bridge projects which are ready to be advertised for construction from the State Transportation Improvement Program list are going forward.

PROCLAMATION. United Cerebral Palsy. Motion made and seconded to proclaim the week of January 15-22. 1996 as United Cerebral Palsy Associations Week in Marblehead. All in favor.

DOLPHIN YACHT CLUB. Letter read from Barbara M. Ingber, Manager ofthe Glover Landing Condommium Trust, relative to their concern about people making a movie at the Dolphin Yacht Club parking on their prIvate property. Motion made and seconded to send a copy ofthis letter to the Dolphin Yacht Club and ask them to respond. All in favor.

SNOW EMERGENCY. Selectman Peck made a motion to formerly ratifiy the Declaration of Emergency previously made this week. Motion seconded. All in favor. Citizens are asked to be sure the drams near their homes are cleared of snow. Christmas trees can still be brought to Riverhead Beach.

FINANCE COMMITTEE. The following members of the Finance Committee joined the Board of Selectmen: Nann Weissenberger, John Booth, JeffCoolidge, Charles Gessner, Robin Hodgkins-Bell, Tom Dengenis, Dick Maffei and Milt Bloom. Discussion took place relative to Fiscal Year '97.

BOARD OF SURVEY. Nick Fader, Chairman ofthe Planning Board, and Rebecca Curran, Town Planner. joined the Board of Selectmen in a discussion relative to the possibility of eliminating the Board of Survey and established a Planning Board under Chapter 41, Section 8 lA. Motion was made to co-sponsor with the Planning Board article for the Town Meeting Warrant to do with subdivision control . Seconded, all in favor.

Motion made and seconded that the Board go into Executive Session to discuss strategy with respect to collective bargaining, votes may be taken, and if they are, votes will be released at a time deemed appropriate by Counsel, not to resume in open session. On a polled vote, the Board voted as follows: Mr. Purdin, in favor; Mr. Conly, in favor; Mrs. St. Laurent, in favor; Mr. Peck, in favor, and Mr. McNulty, in favor.

Meeting adjourned at 9:55 p.m.
