BOARD OF SELECTMEN
Minutes
June 10, 1997

Board met in Regular Session 6.30 p.m. in their Meeting Room in Abbot Hall

Present (constituting a quorum):

The purpose of this meeting is to discuss public safety during the visit of the USS Constitution.

The Selectmen are having second thoughts as it relates to the scope of this event. No funding will be offered by the U. S. Navy. Mr. Sasso has been in touch with the Governor's Office, Senators Kennedy and Kerry's Office, Congressman Tierney's Office, State Senator Chip Clancy and State Representative Douglas Petersen.

Fireworks will serve to ask people to come to Marblehead and stay late on Sunday. Still talking about a two-day event - subject to change.

Lt. David Millett and Chief Palmer of the Marblehead Police Department as well as Chief Maurais of the Marblehead Fire Department appeared before the Board to discuss a proposed traffic plan. This plan will go into effect on Saturday, July 19 at 8 a.m. and continue to July 21 at 8 p.m.

Chief Palmer indicated that on Saturday, fourteen additional personnel will be needed -- none from the outside. Sunday noon a total of 90 personnel, of that, 70 outside people per 8 hour shift or a total of 140 personnel on eight-hour shifts.

Lt. Millett discussed the traffic plan to be put in place in detail. The plan is designed for residential needs and conveniences and commercial needs and conveniences. A map showing this plan is attached. Arrangements will be made for residents to park in the yellow areas. There will be transportation available to move from Point A to Point B to get their vehicles. The red area on the Neck - will be able to accommodate those going to the Corinthian and VIP transportation. Will sort vehicles out at Ocean and Harbor. Eastern Yacht Club will be the staging area for Police, Fire and EMS.

FIREWORKS. Motion made and seconded that we cancel the fireworks display. Four selectmen voted in favor, with Mr. Purdin opposed.

Seaside Park will be the helicopter airport. Controlled out of Boston.

There are no plans to close the Causeway.

Mr. Sasso: Tom Hamond did a body count in all the viewing areas. Estimates 10,000 people can be in the viewing areas around town at one time.

TRAFFIC & SAFETY. Parking Restrictions. Motion made and seconded to approve the following parking restrictions during the visit of the USS Constitution. The reason for these restrictlons is to facilitate access for emergency vehicles, V.I.P.'s and special service vehicles:

Street Direction Changes. In order to gain some access to and from specific areas and to allow for movement of traffic in limited areas it becomes necessary to create two way streets from one way streets and turn two way streets into one way streets. Motion made and seconded to make the following changes:

Pleasant Street -- ONE WAY -- from its Northern intersect with Washington Street

(1 Pleasant Street) to its Southern intersect with Washington Street ( 148 Pleasant Street).

Spring Street -- ONE WAY -- from Pleasant Street to Sewall Street

Sewall Street -- ONE WAY -- from Spring Street to School Street

School Street -- ONE WAY -- from Sewall Street to Atlantic Avenue

Ocean Avenue -- ONE WAY -- from the Northern end of the Causeway to its intersect with Harbor Avenue

Harbor Avenue -- ONE WAY -- from its Northern intersect with Ocean Southern intersect with Ocean Avenue

Foster Street -- ONE WAY -- from Ballast Lane to Harbor Avenue

Lee Street -- TWO WAY -- from Union Street to Gregory Street

Gregory Street -- TWO WAY -- from Lee Street to Commercial Street

All in favor.

Linda Hodgskinson of the Chamber of Commerce queried about food deliveries to be made to restaurants in Town. Lt. Millett indicated this issue will be addressed on the l 7th of June at the Chamber's meeting.

Without volunteers from the State and County, this will not be an event. We are planning a go. Contributions for this event may be sent to the Selectmen's Office, Abbot Hall, Marblehead, MA 01945.

There will be no vendors in the downtown area. Nobody will be allowed to set up on the public way.
