The Board met in Regular Session at 7:30 p.m. in its meeting room at Abbot Hall.
Present (constituting a quorum):

MINUTES. Motion made and seconded to approve the minutes of November 19, 2003. -----All in favor.
APPOINTMENTS. Shellfish Constable. Doug Aikman, 4 Cherry Street appeared before the Board to express his interest in becoming a Shellfish Constable. Motion made and seconded to appoint Mr. Aikman for a term to expire May 2004. All in favor.
MARBLEHEAD CONSERVATION COMMISSION. Letter received from Walter Haug, Chair requesting the authorization to establish two different revolving accounts for the benefit of this commission. Motion made and seconded to authorize a “Conservation Revolving Account” for $10,000 to serve the purpose of depositing money collected from fines assessed by the commission to be used by the commission in the performance of its responsibilities for conservation lands to be established subject to Town Meeting approval 2004. All in favor. Motion made and seconded to authorize a “Conservation Consultant Revolving Account” for $25,000 to serve the purpose of depositing money collected from an applicant to pay outside consultants, if required for his/her particular permit application to be established subject to revision of the Town By-Laws at Town Meeting 2004. All in favor.
PERMISSION. Sandwich Boards. Letter from Susan C. A. Schanning, Public Relations Officer, Marblehead Sail & Power Squadron, requesting permission to place sandwich boards to announce its Safe Boating Course, which begins on Wednesday, February 25, 2004. Motion made and seconded to grant permission to place signs at the following locations and time periods: Tents Corner (Humphrey and Lafayette), Chamber of Commerce Island (Pleasant and Essex and Tedesco) and Beach and Ocean during the week of February 9 and at Gatchell Greeen (Lafayette and Maple); Bailey Square (Tedesco and Humphrey) and Atlantic and Seaview during the week of February 16. All in favor.
MASSACHUSETTS MUNICIPAL ASSOCIATION. Annual Conference. Motion made and seconded to designate Mrs. Jacobi as the Board’s official representative to the annual meeting of the MMA on January 17, 2004. All in favor.
